A massive scandal is rocking the Montgomery County Public Schools (MCPS) system after a prominent union official was caught allegedly filming underage girls.

James Mulhern III, 43, was arrested this week and charged with sex abuse of a minor after students discovered a hidden camera inside a theater dressing room at Walter Johnson High School.

The investigation took off on April 7, 2026, when two students found a video camera stashed in a theater control booth.

Upon checking the memory card, they were horrified to find footage of themselves and others changing for a performance.

The video allegedly caught Mulhern in the act of planting the device and hitting record before leaving the room just as students entered to undress.

Mulhern wasn't just any staff member; he served as a media services technician and held a high-ranking position as Vice President of the local school employees' union.

In a swift move to distance themselves, the union reportedly scrubbed their entire board web page on Thursday, removing all mentions of Mulhern’s leadership role.

On April 15, Montgomery County Police executed search warrants at both the high school and Mulhern’s home in Clarksburg, seizing a haul of electronic devices.

Principal Nicole Morgan confirmed in a letter to parents that Mulhern has been placed on leave without pay as the investigation continues.

With detectives now combing through the recovered devices, the community is on edge waiting to see if there are additional victims.

Mulhern is currently being held at the Montgomery County Central Processing Unit awaiting a bond hearing.
