With 2025 coming to an end the City of Thousand Oaks is celebrating a year of significant progress and looking forward to new leadership in 2026. Outgoing Mayor David Newman delivered the keynote address at the State of the City event on December 9 where he highlighted major achievements in housing and environmental resilience. The ceremony concluded with the official passing of the gavel to the new mayor for the coming year Mikey Taylor.
🏠 Thrive Grove Shelter Provides a Path Forward
The centerpiece of the mayoral address was Thrive Grove which is the first interim housing community for the homeless in Thousand Oaks. This 30 unit shelter opened its doors on May 7 and provides on site support services alongside temporary housing. The project represents a massive 8 million dollar investment to address the homelessness crisis with the goal of providing residents a dignified path toward permanent housing.
Building Thrive Grove was not without its challenges. The project faced several delays due to strict fire hazard requirements and the need for specialized modular units. Despite these hurdles the city successfully secured millions in state and county grant funding to make the shelter a reality. A second phase of the project is already in the works and will add 20 more units once the final funding is secured.
⚡ Investing Millions in Resilience and Infrastructure
Beyond housing the city is making huge strides in preparing for future environmental challenges. Mayor Newman announced that Thousand Oaks is investing 13 million dollars in resilience infrastructure. This money will be used to equip the local water system with backup generators and ensure that key intersections stay safe during power shutoffs. The city is working closely with Southern California Edison to reduce the impact of disruptive power events on local families.
Environmental sustainability is also a top priority for the city moving into the new year. Thousand Oaks has launched comprehensive climate and environmental action plans while expanding electric vehicle charging stations across the community. Improvements to the Active Transportation Plan are also underway to make walking and biking safer and more accessible for everyone in the city.

As Mikey Taylor takes over as mayor he is focused on maintaining the stability and safety that Thousand Oaks is known for. Taylor is a former professional skateboarder and successful entrepreneur who is committed to making the city a place where every resident feels proud to live. He encouraged the community to stay engaged and reach out to city leaders with any concerns as they head into 2026.
The State of the City address was held at California Lutheran University and brought together business partners and nonprofit groups to celebrate the community’s resilience. Leaders emphasized that while challenges will continue to arise, the strong partnerships built over the last year will help Thousand Oaks grow closer and more resilient than ever before.
