Camarillo is on edge after Samir Makram Philips, 54, was arrested for a nightmare stalking plot that has residents looking under their cars.

Deputies responded to a domestic disturbance on the 5200 block of Mission Oaks Boulevard at approximately 5:58 p.m. on April 2, 2026.

The female victim reported that she was being followed and stalked by Philips, who is a known associate.

The investigation revealed that Philips allegedly used his vehicle to block the victim's car in a parking lot, physically preventing her from leaving.

The victim was forced to flee her vehicle and sprint into a nearby business to hide until deputies arrived to assist her.

During the on-scene investigation, deputies made a chilling discovery: a GPS tracking device was magnetically attached to the underside of the victim's vehicle.

A subsequent search of Philips' car uncovered a loaded firearm and a significant amount of ammunition.

Philips, a resident of Chatsworth, is a convicted felon and is legally prohibited from possessing any firearms or ammunition.

He was slapped with six felony charges, including False Imprisonment, Unlawful Use of a Tracking Device, and Felon in Possession of a Firearm.

Philips is currently being held at the Ventura County Main Jail on a massive $500,000 bail.

As the investigation continues, local authorities are using this case to remind the public to stay vigilant and report any suspicious behavior immediately.
