Operation “Return to Sender” strikes back at organized theft ring

Ventura County, CA - Five suspects from Los Angeles County have been arrested in connection to a string of UPS cargo thefts across Ventura County, according to the Ventura County Sheriff’s Office. The coordinated law enforcement effort, dubbed Operation “Return to Sender”, was carried out by the Ventura County Organized Retail Theft Task Force (VCORTTF).

Between April and October 2025, multiple UPS delivery vehicles were targeted, with suspects stealing packages in several Ventura County cities. Investigators estimate the total loss to UPS during the theft spree at approximately $70,000.

On November 14, 2025, task force detectives executed search warrants at three L.A. locations, arresting three suspects. Continued surveillance led to two more arrests shortly after, bringing the total to five individuals now in custody.

The suspects, Herson Danilo Gutierrez-Ferrufino (36), Chris Justin Ortiz (24), Alejandro Andres Delgado-Mera (37), Leivin Giovanny Vera-Diaz (39), and Ever Lisandro Lopez (38), have been charged with felony grand theft, conspiracy to commit a crime, and possession of burglary tools.

Authorities say more suspects are likely involved and additional arrests are expected.

The VCORTTF continues to work closely with retailers, law enforcement agencies, and the public to combat organized theft across the region.
