Citizens and Lawmakers Demand Impeachment of Judge Juan Hoyos After Fraud Suspect Flees U.S.


The state of Minnesota is in an uproar as citizens and lawmakers alike demand the immediate impeachment of Hennepin County Judge Juan Hoyos.
The fury follows news that Abdirashid Ismail Said, the mastermind behind a massive $11 million Medicaid fraud ring, used his court-sanctioned freedom to flee the United States just days before his high-stakes trial was set to begin on April 13, 2026.
The escape was made possible by a controversial bail ruling that ignored direct warnings from investigators.
Despite the Attorney General’s Medicaid Fraud Control Unit filing documents explicitly stating Said was a flight risk due to family ties in Kenya, Judge Hoyos offered the defendant a "choose your own adventure" style bond.
Said was given the option of a $50,000 bond with the surrender of his passport, or a $150,000 unconditional bond that allowed him to keep his travel documents.
Predictably, Said chose the higher bond, kept his passport, and vanished.
"This is a deeply frustrating setback," Attorney General Keith Ellison said in a statement.
The case was intended to be the "crowning moment" of a years-long investigation into Personal Care Assistant (PCA) fraud.
Said was previously convicted of similar crimes in 2021 and was under investigation for racketeering and perjury.
Leaked text messages from the probe allegedly showed Said and his co-conspirators laughing about "overbilling the hours" to drain taxpayer funds.
The fallout has been swift and fierce. Local residents are calling for a "zero-tolerance" policy for judges who facilitate the escape of high-level criminals.
As Said remains at large, presumably in East Africa, the focus has shifted from the theft of $11 million to the perceived incompetence of the Hennepin County judicial system.
