Matos, 44, is wanted in connection with the July 3, 2021, shooting death of Chrys Carvajal, a 19-year-old Illinois National Guard member, in Chicago's Belmont Cragin neighborhood.
Carvajal had just graduated from National Guard basic training and was home for the Independence Day weekend. According to the FBI, he was walking to his car after a party when he was shot and killed.
The FBI says Carvajal had no gang ties and did not know the men accused of shooting him.
The Accusations, the Gang, and the Warrant
Investigators believe Matos is a member of the Milwaukee Kings street gang, which operates on Chicago's North Side.
Matos is charged federally with murder in aid of racketeering and murder through the use of a firearm. A federal arrest warrant was issued on May 14, 2024.
The second man accused in the shooting, Gary Roberson, was taken into custody days after the warrant was issued. Matos was not found and has been a fugitive since.
Matos is charged, not convicted.

Matos is 6 feet 2 inches tall and about 220 pounds, with brown hair and brown eyes.
His tattoos make him hard to hide. The FBI lists “MOST WANTED” tattooed across his abdomen, “M-Town Kings” and “1300” on his neck, “Move in Silence” on his right hand, and “Trust No One” on his left hand.
The FBI believes Matos is still in the United States. He may be hiding in the greater Chicago area and has ties to Dallas and California.
A $1 Million Reward, and How to Send a Tip
FBI Chicago Special Agent in Charge Ryan Whalen said the Ten Most Wanted listing puts Matos's face on every FBI platform until he is caught, and told the fugitive directly, “You cannot hide from the FBI.”
The reward, raised from $50,000, is now up to $1 million for information leading to Matos's arrest.
