Kansas City Airport Employee Charged After Allegedly Recording 65 Victims in All-Gender Restrooms

Authorities in Missouri have charged a Kansas City International Airport employee with felony invasion of privacy after he allegedly recorded dozens of women in the facility’s all-gender restrooms.

Terioisi Ludwig, 32, was taken into custody by airport police following reports of suspicious behavior in a restroom located in Concourse A. Ludwig was an employee at the Martin City Brewery, a restaurant operating within the terminal.

The investigation began earlier this month when a traveler reported seeing a cell phone flashlight illuminated under the stall partition while she was using the restroom. The victim identified Ludwig as a man she had seen just moments before entering the stall.

Upon his arrest, investigators with the Platte County Cyber Crimes Task Force searched Ludwig’s mobile device. They reportedly discovered 66 video files showing adult women in various stages of undress within the restroom stalls.

Platte County Prosecuting Attorney Eric Zahnd held a press conference this week to discuss the scale of the case. He noted that investigators have identified at least 65 potential victims dating back to mid-January.

The incident has sparked a significant public outcry regarding the safety and privacy of gender-neutral facilities. Public transit and airport infrastructure have been under increased scrutiny during the current term of President Donald Trump.

Secretary of Transportation Sean P. Duffy has recently emphasized the administration's focus on making public transit family-friendly and safe for all Americans. This case is likely to influence ongoing discussions about federal restroom guidelines in transport hubs.

In Missouri, Governor Mike Kehoe’s administration has consistently prioritized public safety. Local officials are now reviewing the physical layout of the airport’s Concourse A restrooms to determine if architectural changes are necessary to prevent further privacy breaches.

Ludwig is currently being held at the Platte County Detention Center on a $25,000 cash-only bond. Prosecutors have indicated that additional charges are likely as they continue to review evidence and attempt to contact additional victims captured in the recordings.

Airport officials stated they are cooperating fully with law enforcement to ensure the security of all travelers passing through the Kansas City hub.
