Mamdani Appoints First Transgender Director to Lead New LGBTQIA Office

Mayor Zohran Mamdani fulfilled a major campaign promise on Friday, March 13, 2026, by signing an executive order to establish New York City’s first ever Mayor’s Office of LGBTQIA Affairs. During a ceremony at the Brooklyn Community Pride Center, Mamdani appointed Taylor Brown as the inaugural director of the new agency.
Brown is a prominent civil rights attorney who previously served in the New York State Attorney General’s office. Her appointment is a historic milestone as she is an openly transgender woman, making her the first transgender person to lead a city office or agency in New York City history.
She currently stands as the highest ranking transgender official to ever serve in the city government.
The new office is designed to act as a centralized hub within the municipal government to coordinate resources and policies affecting queer New Yorkers.
Its primary mandate includes overseeing the implementation of anti discrimination measures across all city agencies to ensure that services such as housing and employment remain accessible regardless of gender identity or sexual orientation.
The agency will also absorb and expand the NYC Unity Project, which has coordinated affirming services for the community since 2017. A critical component of the office's mission involves developing legal resources to uphold New York City's status as a sanctuary for those fleeing state level restrictions on LGBTQIA rights elsewhere in the country.
One of the most immediate challenges facing the new office is the recent decision by private medical institutions like NYU Langone Health to cease gender affirming care for minors.
These hospitals cited the risk of losing federal funding under the current national administration as the primary reason for ending these programs.
Mayor Mamdani has stated that his administration will refuse to deny healthcare or dignity to anyone based on their identity and plans to use the new office to ensure continuity of care.
This includes investigating potential violations of state discrimination laws and exploring ways for the city’s public hospital system to absorb patients who have been displaced by private healthcare closures.
The establishment of this office follows Mamdani’s campaign pledge to invest 65 million dollars into gender affirming care and support services for the trans community.
While the specific funding amounts for the new office are still being finalized in advance of the upcoming executive budget, the Mayor emphasized that the investment is necessary to protect vulnerable New Yorkers from pointed cruelty at the federal level.
Director Taylor Brown pledged to ensure that the city remains a beacon of hope and opportunity for those who have been ignored, discriminated against, and intentionally excluded, focusing on material needs like affordable housing and safety alongside symbolic celebration.
