MOORPARK, Calif. — Law enforcement officials with the Moorpark Police Department have issued an urgent public safety warning advising residents to remain vigilant against a predatory door-to-door landscaping scheme affecting local residential communities.

According to advisory statements published by police officials, fraudulent contractors and solicitors have been traveling through Moorpark neighborhoods offering seemingly low-cost residential lawn maintenance, soil fertilization, or landscape bark distribution services.

However, once property owners agree to the initial verbal agreement, the solicitors drastically escalate their demands—leaving unsuspecting homeowners facing aggressive intimidation tactics and inflated bills totaling thousands of dollars.

Bait-and-Switch Tactics and Aggressive Intimidation

Investigating deputies report that the scam typically begins when solicitors approach homeowners unannounced at their front door, offering quick residential services for a modest fee, often quoted verbally at a few hundred dollars.

After completing the application or spreading materials across the lawn, the solicitors alter the terms of the agreement. They claim that significantly more materials were required than initially anticipated or assert that additional, unrequested labor was performed on the property.

When homeowners object to the sudden price spike, the solicitors often become hostile, verbally aggressive, and refuse to leave the property until the homeowner submits to their payment demands.

"Some door-to-door solicitors may claim to sell fertilizer, landscape bark, or other services, then demand thousands of dollars by insisting additional work was done or more materials were required," the Moorpark Police Department warned in a public safety release. "These individuals can become aggressive and refuse to leave until paid, even if the original estimate was only a few hundred dollars."

To combat fraudulent solicitation and protect community members from high-pressure financial extortion, local authorities remind residents of key municipal regulations and preventative measures:

• Require City-Issued Permits: Under City of Moorpark municipal regulations, all commercial door-to-door solicitors are legally required to obtain, carry, and prominently display a official city-issued solicitor permit on their shirt or outerwear while conducting business.
• Insist on Written Estimates: Never agree to home improvement, landscaping, or maintenance services based solely on verbal quotes. Always insist on a formal written estimate outlining all material costs and labor fees prior to work commencing.
