FILLMORE, Calif. — A routine traffic enforcement stop along State Route 126 near Fillmore resulted in the arrest of an out-of-state convicted felon after patrol deputies discovered a concealed firearm and matching ammunition inside his vehicle, law enforcement authorities announced Wednesday.
The suspect, identified as 51-year-old Clarence Williams of Shreveport, Louisiana, was taken into custody during the late-night hours of Saturday, July 25, 2026, in an unincorporated agricultural area near Old Telegraph Road.
According to an official public safety advisory released by the Ventura County Sheriff’s Office, a patrol deputy assigned to the Fillmore Station initiated a traffic stop on Williams' vehicle at approximately 9:45 p.m. after observing an operational violation along the corridor.
Traffic Stop Uncovers Concealed Firearm and Out-of-State Warrants
During the initial roadside investigation and vehicle inspection, deputies learned that a operable handgun was concealed inside the vehicle’s glovebox compartment within easy reach of the driver.
Subsequent background checks conducted through state and national law enforcement databases revealed that Williams had a prior felony conviction originating from another state. Under both California and federal statutes, a felony conviction permanently prohibits an individual from owning, purchasing, possessing, or having access to firearms and live ammunition under any circumstances.
Further records checks indicated that Williams was actively fleeing two outstanding felony arrest warrants stemming from separate law enforcement jurisdictions in the southern United States:
- Texas Warrant: Active felony charges relating to pimping
- Louisiana Warrant: Active felony charges relating to pandering
Despite the severe nature of the human exploitation allegations in both southern states, local deputies were notified that authorities in both Texas and Louisiana declined to initiate nationwide extradition proceedings to transport Williams back across state lines to face those charges.
"Williams also had two active warrants for his arrest. One warrant was out of Texas for pimping and the other was out of Louisiana for pandering," the Ventura County Sheriff's Office reported in an official Nixle alert prepared by Sergeant Jarrod Foote. "Neither Texas nor Louisiana would extradite Williams for his warrants."
Booking, Charges, and Release on Bond
Because out-of-state authorities declined to extradite him, deputies booked Williams into local custody solely on severe state weapons violations stemming directly from the roadside discovery along Highway 126.
Williams was transported to the Ventura County Sheriff’s Pre-Trial Detention Facility in Ventura and formally booked on two primary felony counts:
- California Penal Code § 29800(a)(1): Felon in Possession of a Firearm
- California Penal Code § 30305(a)(1): Felon in Possession of Ammunition
Following his intake processing and formal booking, Williams posted the required bail amount and was released from custody on Monday, July 27, 2026, pending future court proceedings.
