OXNARD, Calif. — An 18-year-old Oxnard man is behind bars facing multiple firearm and narcotics distribution charges after law enforcement officials unraveled a drug operation targeting local middle and high school students, public safety officials announced.

The joint investigation was conducted by detectives assigned to the Ventura County Sheriff’s Office Headquarters Station alongside the specialized Ventura County Fentanyl and Overdose Crimes Unit.
Authorities identified the suspect as 18-year-old Dylan Ruiz, a resident of Oxnard.
Ruiz was taken into custody on Thursday, September 10, 2026, following a traffic stop and residential search warrant execution under official report number 26-105307.
Parent Tip Sparks Investigation into Youth Drug Network
According to an official incident advisory published by the Ventura County Sheriff’s Office, the investigation originated in August 2026 when a concerned parent contacted Headquarters Station deputies.
The parent reported noticing sudden behavioral changes and a steep decline in their child’s academic performance, leading them to suspect the juvenile had been exposed to illegal narcotics.
Headquarters Station deputies initiated preliminary inquiries and transferred the case to station detectives, who partnered with the Ventura County Fentanyl and Overdose Crimes Unit to trace the local supply chain.
Investigators identified Ruiz as the primary supplier furnishing illegal narcotics, processed marijuana products, and nicotine vapes to juveniles attending middle schools and high schools across local communities.
Detectives revealed that Ruiz allegedly operated a menu-style distribution scheme, allowing underage buyers to select various narcotics, marijuana items, and paraphernalia.
To appeal specifically to young children and teenagers, several of the illicit products were pre-packaged in bright, colorful containers featuring popular cartoon characters and youth-oriented imagery.
Field surveillance also established that Ruiz frequently traveled directly to locations surrounding local school grounds to conduct narcotics transactions with youth buyers.
Traffic Stop Arrest, Loaded Gun Recovery, and Search Warrant Execution
Equipped with evidence gathered over weeks of surveillance, detectives secured a formal search warrant for Ruiz, his motor vehicle, and his family residence located in the 500 block of North Garfield Avenue in Oxnard.
On the afternoon of September 10, 2026, at approximately 2:50 p.m., detectives spotted Ruiz driving his vehicle, initiated a traffic stop, and executed the search warrant.
During the vehicle search, detectives located a loaded firearm in Ruiz's possession, resulting in his immediate arrest at the scene.
Deputies and detectives then proceeded to serve the secondary search warrant at Ruiz’s residence on North Garfield Avenue. Inside the home, law enforcement officers uncovered a substantial stash of narcotics, marijuana products, packaging materials, and evidence confirming an active youth-directed drug sales operation.
"Detectives learned Ruiz was allegedly operating an organized distribution system in which juveniles could select from a menu of various narcotics and related paraphernalia. Detectives also discovered that some of the narcotics were packaged in colorful containers and packaging featuring cartoon characters and other imagery that could be particularly appealing to young children," the Ventura County Sheriff’s Office detailed in a media release prepared by Sergeant Ryan DeBlauw.
"This investigation began with a concerned parent recognizing that something had changed with their child and having the courage to bring those concerns to law enforcement. That initial report ultimately led to a collaborative investigation," public safety officials added.
Seven Felony Charges, Booking Status, and Contact Details
Ruiz was transported to the Ventura County Pre-Trial Detention Facility in Ventura and formally booked on a total of seven criminal charges under the California Penal Code and Health & Safety Code:
- HS § 11370.1: Possession of a Controlled Substance While Armed with a Firearm (Felony)
- HS § 11361(b): Furnishing Marijuana to a Minor (Felony)
- HS § 11378: Possession of a Controlled Substance for Sale (Felony)
- HS § 11359(b): Possession of Marijuana for Sale (Felony)
- PC § 25850(a): Carrying a Loaded Firearm on One’s Person (Felony)
- PC § 25400(a)(1): Carrying a Concealed Firearm Within a Vehicle (Felony)
- PC § 27545: Unlawful Transfer of a Firearm (Felony)
Judicial records confirm that Ruiz remains incarcerated in county custody with bail set at $50,000 pending his arraignment in Ventura County Superior Court.
