SANTA PAULA, Calif. — An apartment complex employee is facing extensive criminal prosecution after parents discovered he had allegedly installed a hidden camera inside an office bathroom to secretly record young children changing out of their swimsuits, public safety officials announced.
The criminal investigation is being led by the Santa Paula Police Department Detective Bureau in coordination with prosecutors from the Ventura County District Attorney's Office.
Authorities identified the suspect as 48-year-old Francisco Munoz, a local resident employed by the residential property management company operating the complex.
Hidden Camera Setup, Initial Discovery, and Police Search
According to an official media release published by the Santa Paula Police Department, patrol officers and detectives responded to a residential emergency call at approximately 4:45 p.m. on Monday, August 24, 2026.
Emergency calls directed officers to an apartment community located along the 200 block of North 8th Street in Santa Paula following reports that a worker was covertly recording children inside a private space.
Investigators determined that several young children had been using the apartment complex’s community swimming pool earlier that afternoon. Following their swim, the minors entered the complex’s main office bathroom to change out of their wet swimsuits and back into regular clothing.
During the incident, parents discovered a suspicious makeshift cardboard box placed inside the bathroom. Upon closer examination, adults noticed a small hole cut into the side of the container. Concealed inside the box was an active mobile phone positioned to secretly record video of anyone undressing in the room.
Detectives quickly identified Munoz as the individual responsible for placing the recording device in the private facility. However, Munoz fled the property on foot before responding patrol officers arrived at the North 8th Street location.
Rapid Apprehension and Comprehensive Digital Search

- Multiple Counts of PC 647(j)(3): Secretly recording a person who is partially or fully undressed in a private location using a hidden camera
- Multiple Counts of PC 647.6(a)(1): Annoying or molesting a child under 18 years of age
- Multiple Counts of PC 311.4(c): Employing, using, or coercing a minor to engage in child pornography or commercial sexual exploitation
- PC 311.11(a)(1): Illegal possession of child pornography
Following the court proceedings, the presiding judge maintained Munoz’s custody status, holding him in county jail on $150,000 bail while the prosecution moves forward.
"Munoz used a makeshift box with a hole, hid a cell phone inside the box, and video recorded the minors when they were in the bathroom. Munoz is an employee at the apartment complex," the Santa Paula Police Department detailed in its official bilingual release.
"There may be additional victims and detectives are reviewing evidence in attempts to identify others who Munoz secretly video recorded," public safety officials added.
