SIMI VALLEY, Calif. — The Simi Valley Police Department has publicly released critical incident video footage capturing a July officer-involved shooting inside a regional hospital, department officials announced Wednesday.
The release complies with California Assembly Bill 748 (AB 748) and the California Public Records Act, which mandate public disclosure of video and audio recordings associated with law enforcement critical incidents and officer-involved shootings within specified timeframes.
The underlying incident occurred on Thursday afternoon, July 2, 2026, on the fourth floor of Los Robles Regional Medical Center in Thousand Oaks.

Underlying Domestic Violence Incident and Hospital Security Guarding
According to investigators, the event originated earlier that morning at approximately 1:30 a.m. when Simi Valley police officers responded to a residential disturbance in the 2100 block of Clover Street. Responding officers discovered a domestic violence scene involving 46-year-old Luis Santiago Ramirez-Macias and his wife, both of whom had suffered stab wounds.
Emergency medical technicians transported both individuals to Los Robles Regional Medical Center. Following a preliminary field inquiry, detectives placed Ramirez-Macias under arrest on suspicion of attempted murder.
Because Ramirez-Macias required ongoing medical evaluation and treatment for his injuries, he was admitted to a fourth-floor hospital room, where a Simi Valley police officer was assigned to maintain constant custodial supervision.
The Hospital Incident and Video Release
At approximately 12:20 p.m. on July 2, the guarding officer noted that Ramirez-Macias appeared to be experiencing medical distress and summoned nursing staff to assess the suspect.
During the medical assessment inside the hospital room, a violent altercation ensued between Ramirez-Macias and the officer, prompting the officer to discharge their duty firearm. Ramirez-Macias was struck by gunfire, received immediate emergency treatment from hospital trauma staff, and was stabilized. The officer was not injured.
The newly released critical incident footage depicts the sequence of events leading up to the struggle, with specific portions redacted or blurred using software tools to protect personal privacy, confidential medical records, and the integrity of ongoing legal proceedings.
"AB 748 requires the disclosure of certain video and audio recordings relating to critical incidents, including officer-involved shootings, subject to specific statutory exceptions and permitted redactions. Consistent with these requirements, the Department is releasing footage associated with this incident as part of its commitment to transparency and compliance with California law," the Simi Valley Police Department stated in an official advisory.
"The video provides additional context regarding the circumstances leading up to and including the officer-involved shooting... The Simi Valley Police Department continues to cooperate fully with the Ventura County Sheriff’s Department and is providing all information, evidence, and resources necessary to support a thorough, objective, and independent review," police officials added.
Independent Investigation and Regional Hospital Safety Discussions
Because the shooting occurred inside Los Robles Regional Medical Center within the city limits of Thousand Oaks, jurisdiction for the criminal investigation lies with the Ventura County Sheriff’s Office Major Crimes Bureau, ensuring an independent review of the use of force.
The incident also sparked discussions among healthcare personnel regarding hospital safety protocols. Representatives from the SEIU 121RN healthcare union raised concerns following the shooting regarding internal hospital alarm activations and security response times when officers are monitoring in-custody patients. Hospital administrators confirmed following the incident that all other patients, staff, and visitors remained safe.
Following the initial announcement, several community members noted that SVPD temporarily unlisted or removed the direct video link from their official YouTube page, likely due to YouTube's strict automated graphic content filters or additional legal privacy review.
