The Simi Valley Police Department (SVPD) handled the traffic collision reports, while the underlying enforcement action was conducted by federal agents with U.S. Immigration and Customs Enforcement (ICE).
Local Police Response and Collision Investigation
According to an official community advisory released via Nixle by the Simi Valley Police Department, ICE personnel notified SVPD dispatchers at approximately 9:30 a.m. that federal agents had a suspect in custody and that several vehicle collisions had occurred during the operation.
SVPD officers dispatched to the scene determined that two separate non-injury traffic collisions took place within city limits, both involving ICE vehicles striking parked automobiles.
Department officials emphasized that local police officers were not involved in the federal enforcement action, the suspect's arrest, or any surrounding federal investigation.
"SVPD's involvement in the incident was limited to responding to and investigating traffic collisions within the city. SVPD was not involved in the underlying federal enforcement operation, the suspect's apprehension, or any other federal investigative or enforcement activity," the Simi Valley Police Department stated in an official advisory.
"Because the incident involved a federal law enforcement operation, questions regarding the suspect, the circumstances surrounding the federal operation, or ICE's activities should be directed to the U.S. Department of Homeland Security or U.S. Immigration and Customs Enforcement," department representatives added.
Family Statement, GoFundMe Campaign, and ICE Detention Details
Following the operation, family members of the detained individual launched a public appeal to raise funds for legal representation and living expenses.
According to a GoFundMe campaign titled "Donate to Help Orlando Reunite with His Family," organized by sister-in-law Arlene Ruelas, the detained man was identified as Orlando Izaguirre, a longtime U.S. resident, worker, and primary provider for his wife and five children.
The campaign description states that at approximately 9:30 a.m. on September 29, Orlando was driving out of his Simi Valley apartment complex with his brother, Carlos Izaguirre, when ICE agents blocked their vehicle, resulting in a collision and their apprehension.
The family noted that Orlando has an open immigration case and is currently being held at the Adelanto ICE Processing Center. They created the fundraiser to help cover immigration attorney fees, court filing costs, and potential bond.
Family member Arlyn Cota Ruelas requested community assistance in sharing his story, alleging that agents intentionally struck the vehicle and subsequently left an involved vehicle parked in a red zone next to a fire hydrant.
