THOUSAND OAKS, Calif. — A month-long intelligence-led narcotics investigation culminated in the arrest of a local man accused of selling drugs while illegally squatting inside a commercial property's storage facility, public safety officials announced.

The targeted enforcement operation was conducted by detectives assigned to the Thousand Oaks Directed Enforcement Unit (DEU), a specialized team focused on identifying and arresting prolific offenders to protect community safety.
Authorities identified the suspect as 43-year-old Jarrod Emmons, a resident of Thousand Oaks.
Emmons was taken into custody on Tuesday, September 8, 2026, in the 500 block of North Ventu Park Road in Thousand Oaks.
Month-Long Narcotics Probe, Trespass, and Utility Theft
According to an official incident advisory issued by the Ventura County Sheriff’s Office, DEU detectives initiated a targeted investigation into Emmons during August 2026 after receiving intelligence that he was actively selling illicit narcotics to residents across the City of Thousand Oaks.
On September 8, DEU detectives located and contacted Emmons near a commercial structure along North Ventu Park Road.
During the initial interaction, detectives observed physical signs and symptoms indicating Emmons was actively under the influence of a controlled substance.
Upon further investigation, detectives discovered Emmons was in possession of a specialized burglary tool, commonly referred to as a "Slim Jim," along with a key used to unlock a storage room inside a nearby building.
Detectives searched the storage area and uncovered personal belongings, bedding, and staging evidence confirming that Emmons was illegally trespassing and occupying the space without the property owner's knowledge or consent.
Additionally, investigators determined Emmons had rigged an unauthorized, illegal connection to an electrical outlet to siphon utility services for his personal setup inside the occupied room.
Seizure of Methamphetamine, Opioids, Marijuana, and Cash
Equipped with probable cause, DEU detectives executed a systematic search of both Emmons' vehicle and the illegally occupied storage facility.
Inside the two locations, detectives uncovered a substantial quantity of pre-packaged narcotics, pharmaceuticals, and drug trafficking paraphernalia, including:
- Methamphetamine: Approximately one-half pound of bulk methamphetamine
- Marijuana: Approximately one pound of processed cannabis packaged for sale
- Prescription Pharmaceuticals: 14 hydrocodone pills and various other controlled pharmaceuticals
- U.S. Currency: $940 in cash suspected to be proceeds from illegal drug sales
- Burglary Tools & Paraphernalia: A "Slim Jim" lockout tool, digital scales, and packaging materials
"During a search of Emmons’ vehicle and the storage area, detectives located approximately one pound of marijuana, approximately one-half pound of methamphetamine, 14 hydrocodone pills, various other pills, $940 in U.S. currency, and additional evidence consistent with narcotics sales," the Ventura County Sheriff’s Office detailed in a public advisory prepared by Sergeant Jonathan James.
"The investigation further determined that Emmons was obtaining electricity through an unauthorized connection to an electrical outlet without the property owner’s permission," public safety officials added.
Eight Criminal Charges, Booking Status, and Investigator Contacts
Emmons was placed under arrest and transported to the Ventura County Pre-Trial Detention Facility in Ventura, where he was formally booked on eight criminal charges under the California Health & Safety Code and Penal Code:
- HS § 11378: Possession of a Controlled Substance for Sale (Felony)
- HS § 11359(b): Possession of Marijuana for Sale (Felony)
- HS § 11350: Possession of a Controlled Substance (Felony/Misdemeanor)
- HS § 11550(a): Under the Influence of a Controlled Substance (Misdemeanor)
- HS § 11364(a): Possession of Drug Paraphernalia (Misdemeanor)
- PC § 602(m): Trespassing by Entering and Occupying Property (Misdemeanor)
- PC § 466: Possession of Burglary Tools (Misdemeanor)
- PC § 498(b)(1): Theft of Utility Services (Misdemeanor)
Judicial records confirm that Emmons remains incarcerated in county custody with bail set at $50,000 pending his initial court appearances in Ventura County Superior Court.
