CAMARILLO, Calif. — Three adults face misdemeanor criminal citations following a targeted, multi-agency law enforcement operation designed to curb underage access to nicotine, electronic cigarettes, and commercial tobacco products throughout the city of Camarillo, public safety officials announced.
The enforcement push, conducted on Wednesday, July 22, 2026, was carried out by members of the Camarillo Police Department’s Community Resources Unit in direct partnership with code enforcement officers from the City of Camarillo.
Funded by a specialized Tobacco Grant awarded by the California Department of Justice, the local public safety initiative deployed undercover "Shoulder Tap" decoy tactics to monitor whether adult patrons entering local commercial tobacco retail stores would agree to illegally purchase age-restricted products for underage youth.
Undercover Decoys Deployed Outside Commercial Retail Stores
According to details provided by law enforcement officials, the joint enforcement team deployed underage decoys who operated under the direct, real-time supervision of sworn law enforcement deputies.
Stationed directly outside commercial retail storefronts across Camarillo, the decoys approached adult patrons as they walked toward store entrances, politely asking if the adults would purchase tobacco, nicotine items, or vaping products on their behalf.
Department guidelines and operational standards require that underage decoys state explicitly that they are under 21 years of age. Furthermore, decoys are strictly prohibited from misrepresenting their actual age, showing false identification cards, or misleading citizens in any manner during the encounter.
Despite the unambiguous verbal disclosure that the decoys were underage, three adult citizens agreed to enter the commercial establishments, purchase tobacco products, and furnish them directly to the minor decoys. Responding deputies immediately intervened, citing all three individuals for misdemeanor offenses.
Under California Penal Code Section 308(a)(1)(A)(i), it is a misdemeanor crime for any person to sell, give, or furnish tobacco, tobacco products, electronic cigarettes, or nicotine-related paraphernalia to any individual who is under 21 years of age.
Suspect Arrested on Additional Controlled Substance and Paraphernalia Charges
During the multi-location enforcement sting, investigating deputies contacted one of the three adult participants, identified as 50-year-old Victor McDowell.
Upon initiating contact with McDowell following the tobacco handoff, investigating deputies quickly determined that he was actively displaying visible physical indicators of central nervous system impairment. A subsequent legal search conducted by deputies revealed that McDowell was also in physical possession of illegal narcotics paraphernalia.
In addition to receiving a criminal citation for furnishing tobacco products to a minor, McDowell was formally taken into physical custody and booked into the Ventura County Pre-Trial Detention Facility on multiple state drug-related charges:
- Furnishing Tobacco to a Minor (California Penal Code 308(a)(1)(A)(i))
- Being Under the Influence of a Controlled Substance (California Health and Safety Code 11550(a))
- Possession of Unlawful Drug Paraphernalia (California Health and Safety Code 11364(a))
Police Department, City Code Enforcement, and Health Officials Outline Next Steps
Law enforcement representatives emphasized that combating illegal youth access to addictive tobacco and nicotine products remains a paramount public safety priority for both the City of Camarillo and the Ventura County Sheriff's Office.
Police leadership confirmed that future joint enforcement operations will continue across the municipality in close collaboration with Ventura County Public Health to educate local commercial business owners, verify clerk compliance, and hold individuals criminally accountable for illegal tobacco distribution.
In an official public safety release published following the conclusion of the operation, department representatives urged community members and local parents to take an active, proactive role in youth substance prevention:
"The Camarillo Police Department would like to remind parents to talk to their children about the dangers of using drugs including tobacco. Parents play an important role in limiting access to unsafe items in the home and educating their children about drug and alcohol safety," the department stated in its public notification.
