VENTURA COUNTY, Calif. — A multi-agency task force investigation targeting illegal narcotics distribution networks operating across Southern California has culminated in the arrests of three individuals accused of running an organized drug delivery service that supplied psychedelics and high-potency cannabis products to juveniles throughout Ventura County.
The joint enforcement operation was spearheaded by the Ventura County Fentanyl and Overdose Crimes Units (VC FOCUS), alongside assistance from the Moorpark Special Enforcement Unit and Moorpark Patrol services.
Law enforcement officials identified the three suspects as 28-year-old Andy Garcia and 26-year-old Abigail Islas, both residents of Chatsworth, along with 20-year-old Liam Fairlie of Van Nuys.
Social Media Investigation Uncovers Youth-Targeted Delivery Network
The multi-month investigation originated during April and May 2026, when specialized narcotics detectives with VC FOCUS uncovered evidence indicating that an active mobile delivery service was marketing and selling controlled substances to underage teenagers and juveniles residing within Ventura County.
Investigating detectives determined that Garcia, Islas, and Fairlie were utilizing various social media platforms and encrypted messaging applications to communicate with juvenile buyers, arrange transactions, and coordinate door-to-door delivery runs from Los Angeles County into local Ventura County communities.
Following weeks of electronic surveillance, evidence gathering, and suspect tracking, VC FOCUS detectives obtained a search warrant for a residential property located in the 10300 block of Hillview Avenue in Chatsworth, where Garcia and Islas resided.
On Wednesday, July 29, 2026, at approximately 3:00 p.m., detectives with VC FOCUS and the Moorpark Special Enforcement Unit executed the search warrant at the Chatsworth residence, contacting and arresting both Garcia and Islas without incident.
Fairlie was not present at the Chatsworth home during the initial warrant service. However, following continued tracking operations, VC FOCUS detectives located Fairlie in the Pacoima neighborhood of Los Angeles on Thursday, July 30, 2026, at approximately 4:00 p.m., taking him into custody.
Large-Scale Seizure of Firearms, Cash, and Indoor Marijuana Grow
During the search of the Chatsworth location, task force officers uncovered a substantial commercial-scale drug distribution setup and active cultivation operation.
In total, investigators seized approximately 570 gross grams of psilocybin mushrooms, 194 gross grams of concentrated cannabis, and more than 21,000 gross grams (over 46 pounds) of processed dry marijuana. In addition to cannabis and psychedelics, officers seized 90 counterfeit Xanax pills and two semi-automatic handguns.
Detectives also discovered a fully operational indoor marijuana cultivation setup inside the residence, housing over 500 active marijuana plants. Furthermore, officers seized $40,000 in U.S. currency in various denominations, which investigators determined to be direct financial proceeds from illicit narcotics transactions.
"During the months of April and May of 2026, detectives from the VC FOCUS team became aware of a drug delivery service that sold psilocybin mushrooms, and marijuana products to juveniles in Ventura County... Detectives determined that Andy Garcia, Abigail Islas, and Liam Fairlie were involved in the illegal sales of marijuana products and psilocybin mushrooms using a variety of social media and messaging platforms," the Ventura County Sheriff's Office detailed in an official public notification prepared by Sergeant Jaime Gomez Jr.
"VC FOCUS is a task force made up of Ventura County regional law enforcement agencies... The primary mission of this partnership is to combat fentanyl related crimes and opioid overdoses by targeting the supply chain of individuals and criminal organizations responsible for the sales of these drugs into Ventura County," task force officials confirmed in their official release.
Formal District Attorney Criminal Filings and Task Force Mission
Following the arrests and physical evidence recovery, the criminal cases against all three defendants were submitted to the Ventura County District Attorney’s Office, which formally elected to file multiple felony charges.
Garcia and Islas were booked into the Ventura County Jail on six felony counts:
- California Health & Safety Code § 11361(b): Furnishing Marijuana to a Minor
- California Health & Safety Code § 11379(a): Sale of a Controlled Substance
- California Health & Safety Code § 11378: Possession for Sale of a Controlled Substance
- California Health & Safety Code § 11358(c): Unlawful Planting or Cultivating of Marijuana Plants
- California Health & Safety Code § 11359(b): Possession of Marijuana for Sale
- California Penal Code § 182(a)(1): Felony Conspiracy to Commit a Crime
Fairlie was booked at the East Valley Jail in Thousand Oaks for furnishing marijuana to a minor and felony conspiracy. Court records indicate that all three defendants subsequently posted bail and were released pending their upcoming formal arraignment hearings in Ventura County Superior Court.
VC FOCUS operates as a specialized regional task force combining resources from the Ventura County Sheriff’s Office, Simi Valley Police Department, Oxnard Police Department, Ventura County District Attorney’s Office, California Highway Patrol, and federal law enforcement partners.
