74-Year-Old Driver Accused of Targeted Hit-and-Run at Thousand Oaks Ralphs


THOUSAND OAKS, CA — A routine morning at the Janss Marketplace Ralphs turned into a scene of specialized criminal investigation after what appeared to be a deliberate vehicle strike.
